NASA Releases Draft RFP for EAST
NASA/MSFC has issued a Draft Request for Proposal (RFP) for NASA’s planned
Enterprise Applications Service Technologies (EAST) acquisition. This DRAFT RFP
is not a solicitation; but, is published as a planning instrument and as a means
of soliciting industry comments for use in developing the final RFP which will
be released at a future date. The EAST contractor’s work will be to successfully
provide all services necessary to operate and maintain the NASA Enterprise
Applications Competency Center (NEACC), in accordance with this Performance Work
Statement (PWS) and the terms and conditions contained herein.
The PWS
consists of the following major sections:
1. Enterprise Applications Service
Technologies: This section includes a mission statement, general description of
work requirements, and Government retained authorities.
2. Program Management:
These services include Contract Management, Financial Management, Procurement
Management, Program Support, Security Management, Safety, Health and
Environmental (SHE) requirements.
3. Applications Operations: These services
include Applications Maintenance, and Applications Enhancement.
4.
Indefinite-Delivery/Indefinite-Quantity (ID/IQ) Applications Implementation Task
Orders. This section provides the authority and process for issuing Task Orders
for additional work up to the specified maximum dollar amount.
5. Delivery
Functions: This section includes Factory Management, Applications Functional
Support, Application Development, Application Technical Operations and
Maintenance, Information Assurance, and I3P Cross
Functional Integration.
