The National Aeronautics and Space Administration (NASA) intends to procure services to provide agency-wide management, integration, and delivery of Information Technology (IT) infrastructure services through five new contracts. NASA spends approximately $1.6 billion dollars annually on Information Technology (IT). There are major challenges in IT management associated with a decentralized IT organization, such as lack of sufficient visibility into IT spending, inability to achieve economies of scale, immature IT governance, and information security challenges. To meet these challenges, the NASA Office of the Chief Information Officer (CIO) is consolidating these services into five contracts as a part of the Information Technology (IT) Infrastructure Integration Program (I3P) Acquisitions. The five contracts are:

  • Agency Consolidated End User Services (ACES) – This contract will provide program management, provisioning, and support of desktops, laptops, cell phones, personal digital assistants (PDAs), and office automation software. These requirements are currently provided by the Outsourcing Desktop Initiative for NASA (ODIN) contract.
  • NASA Integrated Communications Services (NICS) – This contract will provide Wide Area Network (WAN) services, Local Area Network (LAN) services, Telecommunications Services, Video Services, and Data Services. These requirements are currently provided by the Unified NASA Information Technology Services (UNITeS) contract, the Outsourcing Desktop Initiative for NASA (ODIN) contract, and NASA Center IT/Communications contracts.
  • NASA Enterprise Data Center (NEDC) – This contract will provide Data Center Operations, Facility Management, Application housing and hosting services, Storage services, and license management. These requirements are currently provided by the Unified NASA Information Technology Services (UNITeS) contract and NASA Center IT/Communications contracts.
  • Web Enterprise Service Technoligies (WEST) – This contract will provide public web-site hosting, web content management and integration, and messaging and calendaring services. These services are currently provided by the NASA Web Portal Services contract and the Outsourcing Desktop Initiative for NASA (ODIN) contract.
  • Enterprise Application Service Technologies (EAST) – This contract will provide applications services associated with the IEMP Competency Center. These requirements are currently provided by the Unified NASA Information Technology Services (UNITeS) contract.
